What is Cyberpunk?

In the most basic, thematic sense cyberpunk is principally the idea that technological developments will not solve the social issues that plague society and in cases these issues will be exacerbated resulting in a world that is both very advanced but just as, or more broken in same the ways it is now. As a result cyberpunk settings are usually very dark, in many cases in the literal sense as well.

THE WORLD

After years of neglect, Earth could no longer support humanity. Mankind must seek to colonize the stars if it wants to prolong its existence. To do so, Mankind must develop the necessary technology.  

 

Faced with an existential crisis if Mankind did nothing, it launched the age known as Humanity Plus, an ushered in era of space colonization and technological entrepreurial renaissance.


Earthly nations saw an exponential increase in scientific funding, space manufacturing gripped each nation. Resources were collectively pooled to harvest lunar and asteroidal material for the nearsolar colonizational efforts.

 

Many years went by in this period of exponential technological & manufactural development. It appeared as if mankind was finally ready to leap off its birthplace and so Mankind seized the opportunity.

 

Mars was the target for the first colonization effort by the new unified Earth Government; and the once indomitable mission was an exorbitant success and huge strategic victory for Mankind. Mars quickly established many expansive manufacturing-based cities in short time due to the huge wealth of resources available underneath the red soil. This paved the way for further colonization missions for Man.

 

Leapfrogging off Mars, extra-solar colonization was a possibility within grasp of Mankind. Brave men and women from Earth and Mars signed up to be one of the first colonists out of our solar system. On November 26th 2034 (Earth-Date) EGS Colburn set off for the Kepler system but after a year of constant radio communications with the ship, they went taciturn and eventually deep-space communications were lost. Panic struck Mankind, and a desperate attempt at reconnecting with the ship was made - but no success was had.

 

This was a shocking failure for Man, one of the first of this magnitude. After mourning of the lost of the brave colonists and crew, humanity kick started back into gear and without hesitation planned to send off another brave group of colonists - again, to the Kepler system, the only known habitable system within reach. 

 

Many people volunteered, knowing full well, this expedition could end in a 50/50 chance of certain lonely death in a deep space abyss, far, far from home or the glory of being the first extrasolar humans. Eventually, the crew and colonists of this new expedition set off on the EGS York.

 

The mistakes and deficiencies from the Colburn were fixed and rectified. EGS York was one of the most advanced creations Man has put forth on this astral plane to date. Recent breakthroughs in faster-than-light (FTL) technology allowed the York to reach Kepler in faster time. Technological breakthroughs in space aeronautical engineering ensured the York was one of the safest ships to date.

 

Hope in human spirit was high. Kepler may very well be a new cradle for Man.

 

6 months after the launch of the EGS York, the colonists were able to make it to the Kepler system safely. Images of the new world were shown across Lunar, Martian and Earth cities back home. The human spirit was soaring at this point.

 

Mars and Earth rolled out more ships like the York. Trade routes with Kepler was established and soon enough, the first cities were constructed. Cooperation between Earth, Mars and Neo Terra was solidified under the establishment of the Extrasolar Colonization Authority. This was a great time for Mankind - and soon, It would only get better.

 

With the success of the Kepler mission, Mankind rapidly stepped up the number of colonies in various systems - Algol, Kepler, Beta Cephei, Hydrae, Aquarii. These are only some of the systems that are longer devoid of life, as Man has called them home.

 

Then, unexpectedly, seemingly unprovoked, colonies in the the Aquarii system launched an insurrection against the ruling colonial administration. This was the start of the first interstellar war. The EG dispatched marines to the rebelling colonies and fighting only got fiercer and bloodier from that point on. At the end of the war, the death tolls were upwards 13 billion. This was regarded as the most devastating event in recent Human history.

 

Shortly after the war, an era of relative peace proceeded. Although there is still looming animosity between the Aquarii people and the EG, both parties have continually strived to maintain the peace, as everyone realized only too well the outcome of a massive interstellar war.

 

And from here is where you enter. A period of expanding interstellar tourism and trade. The post-war economic boom. The second golden age of capitalism.

KEPLER

D I S T R I C T   0 1

Planet Kepler

Kepler is 500 light years from Earth, located in the Cyngus constellation. The planet's terrain is extremely mountainous and largely covered in a dense alien brush and forest. The planet also contains grassy plains, small oceans, secluded lakes, and vast mountain ranges. Kepler's low axial tilt and regular orbit of a gas giant helps ensure the climate is comfortable. The mantle of Kepler is rich in raw resources, making it a strategic mining world for mining conglomerates and a good candidate for world colonization. The atmospheric makeup of Kepler is extremely similar to that of Earth, making it safe for Humans to live in.


The main city on Kepler is District 01 (D1). D1 is considered by many as the city of vices. This world's understanding of moral restraint and conduct has all but gone and disappeared. Keplerians are invariably found engaged in lives of pure hedonism.


The planet is governed by a central colonial authority made up of elected representatives. The political situation is extremely precarious and borderline deadly. Numerous powerful conglomerates are exerting their pressure on politicians in an attempt to gain control of the government for their own special interests. 


The main language on Kepler is English. The second most popular language on Kepler is Russian, due to a large number of mercenaries from the former Federation of Slavic States. The third most popular language is Japanese.


There are many sections and layers of D1. The upper districts are usually for the wealthy, while the bottom areas are considered the slums and full of crime.



GOVERNMENT

The government of Kepler is an authoritarian right-wing government, with key principles rooted in traditionalist Catholicism, and fascism with some socialist themes such as mass mobilization and revolutionary change. In spite of their ostensibly held high minded ideals, the government is a corrupt, bloated and decaying mess of a body, pursuing the very hedonistic pleasures they admonish on the public stage.

The government is formed by members of the Frontiers Workers Party (FWP), with the head of the party being the head of State. The FWP politicians view themselves as crusaders and idealists for a noble cause. Their primary goals are to lead a moral revolution on the planet under the light of God, sequester augmented people, and socialists under the auspices of being too "un-pure" and "dangerous" for the collective society. They also seek to reduce criminal activity through ruthless and arbitrary usage of police power, and uncompromising criminal prosecutions in the "kangaroo" Courts.


The military is a private mercenary company operated by the mega-mining corporation called the Interstellar Manufacturing Corporation.


The legislature is unicameral. The party that makes up for the majority of the legislature is made the executive government.


The Judiciary is a separate branch of the government. Judges are appointed by the Extrasolar Colonial Authority due to a diplomatic agreement negotiated in 2103 which gave the ECA authority over judicial appointments.

Law & Order

P O L I C E & Criminal Justice

Kepler Internal Security Bureau Kepler's Internal Security Bureau is a subdivision of Kepler's Defense Department. Division deals directly within the districts to provide safety and security to the public. Broken up into Three Different Agencies, each deals with different types of events. Kepler Domestic Police is the first responders and frontline defense for the public commonly seen around in uniform these officers deal with events on a day to day basis. However, these officers restricted to stay within their precincts. Kepler's Marshal Service has more authority than the KDP. They also do not have to answer to the same laws as ordinary uniformed officers. Their only goal is to deal with the high-value crimes that exist. A typical citizen view of the third agency is redacted. The only agency that interacts with them directly is the Marshal Service.

Kepler Domestic Police
The Kepler Domestic Police force is tasked with: First, maintaining order And Secondly, keeping Kepler's laws. Formed from the ashes of the KPD caused by the terrorists Kermit Guthwaltzki and George Linus, its primary function is to quote "Safeguarding the safety of Kepler" The KDP is Kepler's primary police force. However, it is not overseen by Kepler's Department of Justice (DoJ) but is a paramilitary force managed by Kepler's Department of Defense. Police Major's a government official appointed by the Secretary of Defense. Under the Major is are Captains, Lieutenants. Those officers keep order and what some may call a semi-resemblance of peace. However, because of the environment, the use of violence, oppressive tactics, and sometimes questionable tactics are used. When police officers detain a criminal, the Kepler Attorney's (Prosecutors) begin a case in concert with the detectives on the defendant—forming that case to be tried before an impartial player judge. Players who have convicted face imprisonment up to life, or a fine not exceeding $50,000.00.

Kepler Marshall Service
Kepler Marshall Service is the elite specialized team of officers. The selection process is thorough. Each Marshall screened, keeps the Kepler Marshall Service ensured of the quality of each one selected. Marshall follows and upholds the doctrine of the Kepler Internal Security Bureau. While the Kepler Domestic Police are limited to the regions of their precinct, Marshalls can go anywhere and everywhere within Kepler. Given directives from the third Agency, they are sworn into secrecy to protect the third agency.

Military Roleplay / MILSIM

Kepler Marine Corps

A subdivision of the Kepler Defense Department, the Self Defense Force, is in charge of Counter-Terrorism and Defense from foreign entities. Broken up into two main fighting forces, the Kepler Naval Patrol and Kepler Marine Corps both uphold the standards set by the Kepler Defense Department.


The Kepler Marine Corps ("KMC") First Infantry Defense Company (1st IDC) is the primary infantry force stationed in District 01. The unit's commanding officer (CO) is Unit Commander (UCMD), Desmond Frye. Located in District's Customs Building, the KMC 1st IDC is MAGTF capable. The unit comprised of one reinforced rifle company, one dropship wing, and one marine reserve platoon assigned as a logistics platoon.


The KMC also contains reservist guard units, comprised of Men and Women who work and train with the KMC but also maintain outside schooling, work, or families. The Kepler Marine Corps and the Kepler Marine Reservists Corps maintain the same standards; however, they experience remarkably lowered pay compared to the Full-time Forces.

Planet Kuiper

Kuiper is a wild and untamed planet, fresh for the pickings to those who'll take the risks in search of riches, glory, and power.


Many groups travel to this earth-like planet in hopes of starting their own organizations and factions, though the land is harsh and unforgiving, teeming with dangers and threats from the mysterious alien creatures that roam the landscape during the night, as well as the rogue bands of criminals and mercenaries who seek to exploit the lawless nature of the world.

Kuiper itself poses itself as a strategic planet, due to its close proximity to the Interstellar Trade Route, it could control all trade and access to the region. This is the reason many large conglomerates want to forcefully seize this planet. 

​

Until a single faction can hold and control the planet's outer atmosphere and land, there is no centralized government.

Humans

A human (also called a human being or person) is a member of the species Homo sapiens, which means 'wise man' in Latin. 


Humans are social animals. They usually live in groups. They help and protect each other. They care for their children. Humans are bipedal, which means they walk on two legs. Humans have a very complex brain, which is much larger than that of the other living apes. They use language, make ideas, and feel emotions. This brain, and the fact that arms are not needed for walking, lets humans use tools. Humans use tools far more than any other species.


There are humans living on every known habitable planet.


As of 2107, there are an estimated over 93 billion humans living with most of that number living on Mars and Earth.

ANDROIDS

Androids or as some androids themselves prefer to be called - "persons", are bio-mechanical humanoids.


They are robots that closely emulate Humans in both appearance and actions. Androids are a huge industry and are in widespread use throughout the galaxy.

Some androids are indistinguishable from real Humans, and some are very rudimentary in their appearance with exposed frame and circuitry.

CYBORG

A cyborg is a being with both organic and biomechatronic body parts.


Cyborgs are usually referred to as augmented people (or "augs")


Many people voluntarily put augmentations into their body because they can drastically enhance an individuals lives. Augmentations can enhance a person's neurological capacity, allowing them to think quicker and on multiple dimensions. Other augmentations can improve a person's strength, speed or eyesight. 


Augmentations are a commonly accepted aspect of life today. But this was not the case in the past. Human augmentation has been grounds for raucous moral and philosophical debate about the "purity" of a human body. This debate eventually escalated into violent conflict on Earth. As the utilitarian aspect of augmentation became made more widely known, public opinion began to accept the concept of human augmentation.


This opinion was drastically thrust into public favor after the first interstellar wars when disabled veterans were able to regain mobility and begin healing with the help of augments. Nowadays in the year 2107, 1/5 people have some form of cybernetic augmentation.


Special rules on playing as an augmented person: It is a privilege that can be revoked should a player abuse it. That means they also lose their character and be banned, so they should be considerate of power gaming and keep the character realistic and not immune to everything.

EARTH & LUNA 2107

Earth. Mankind's first and original home. What used to be a lush, green and blue marble, is now turning into a dry, withering wasteland that now has more haze in the skies above than ever before. The once blue skies are now a dusty tan colored haze, smeared above the heads of the people that reside. The polar ice caps have now fully melted, and the rising sea levels have swallowed up many island nations to the point of almost non-existence. Raw resources are very hard to find and in some places, extremely scarce. The desertification of the planet has been on the rise over the last decade and so has the urbanization, however, this does not help the overpopulation of the planet, straining it much further.

Notwithstanding the natural calamity, the bulk of the human population are still located on the planet. Advancements in technology and interstellar trade imports sustain the 32 billion humans living on the planet. In the Interstellar political arena, Earth is a galactic-political titan, only second to the Martian Republic. Following WW3, Earth was united under EarthGov -- which today is the planetary government. EarthGov is lead by President Henry, who hails from the former Sixth Texan Republic. 

The Capital City of Earth is Neo Tokyo which houses the main headquarters for the EarthGov bureaucracy and all of the major galactic conglomerates.

Earth's moon, Luna is site to one of the first extra-planetary colonization efforts of this age. Luna's weak atmosphere provides Earth with the perfect condition for massive space shipyards. Shipyard workers account for 67% of Luna's population.

Mars

Mars, the red-planet has transformed from the inhospitable desert, to a world that can now support life due to terraforming efforts in 2020 led by SpaceX's Elon Musk.


Mars has a population of 17 billion and is a galactic-political titan and the most powerful state in the known universe. Mars is heavily militaristic and boasts 50 carrier battle fleets that can deploy anywhere in the human-influence zone in 2 weeks.


The government make up of Mars is a closely guarded secret, all is known about the government is that it is led by President Eros of the Martian Unity Party.

MARS STORY

Current Martian Story - Dictated by Player Roleplay Events


It should not come as a surprise that the first planet man attempted to terraform was the red planet of Mars. Having the highest probability of successfully establishing life abiding conditions. The process that began was long and arduous. First, generators had to be placed on the planet in order to generate the electromagnetic field to prevent the planet from being continually bombarded with solar radiation. These massive structure dotted the planet from pole to pole, and eventually, needed to be manned and repaired. This is when the first manned colony missions were sent to Mars, establishing large domed cities underneath the grey sky.

Then, the first of the true terraforming machines reached mars. Large tracked machines, that planted themselves down as it released gases and super-concentrated nutrients into the air and soil, spreading life as it reconstituted the martian sands into firm red soil. As the first domed cities began to open their glass petals to the now blue sky, humanity had it's first grasp of greatness, and of what was to come.

With the new soil came farms, mines, exploratory digs, all ventures funded by government and corporate resources. All seeking a title to claim in the greatness of the red world. A Martian ran exploration team stumbled upon an intact pyramid structure under the vast red sands due South of where the Phoenix Lander had placed it's probes. This pyramid, made of black metal, was excavated and explored thoroughly, though it seems nothing biological within survived. The analyses of some of the machines left behind in the ruins gave humanity access to the first of the FTL drives, the Hamayato core, as well as placing the Martian scientists far ahead of Earth's with researches into such new discovery's.

Due to these discovery, and the lack of information sharing, the EarthGov passed the [Research] Article XCVII - in which colony worlds could no longer hold any research on alien technologies as private, and must pass information onto the governmental research departments on Earth. This is referenced as the beginning of the secession of Mars from EarthGov, as the string of events that followed would resound across the stars.

Within ten years of negative opinion polls on EarthGov on Mars, it reached an all time low of 3%, with 97% of Martians favoring succession of the seemingly opressive EarthGov, this movement was lead by elected Martian officials, claiming that they had the ability to become fully self-sufficient without the prying hands of EarthGov. In truth, it was simply a matter of political leaders butting heads with one another, in attempts to gain a larger hand in the end.

Lawrence Fielder, a terraformer from Mars, was elected head of the Mars Republican Party, and began to make strives towards the secession around fifty years after colonization. Like most Mars men, he was tall and hardy, with paler skin compared to most Earth-bound humans, due to distance from the sun. But his eyes were keen, and his body kept strong by the constant toll of the terraformers. The end goal for him was simple, secession, and creation of the Mars Republica.

During a Martian protest on Earth, that reportedly turned awry, police fired live rounds into the chaos. And so, it happened. Mars elected to leave Earth to its own fate, and built its government on a representative republic, one where every colony would have a say on the affairs of the nation, and where those elected goals would be represented by the Prime Minister, who was elected by the popular vote. In the case that the Prime Minister was not compliant with the senate, then they would be removed from power with a 66% vote. During wartime, the Prime Minister had the absolute say in warfare, whereas the senate would dictate if a war should be fought or ended.

After so many conflicts with EarthGov we are now brought to the present day, where the Olympus Fleet, lead by the Supercarrier Mons, rests over the colony of Keplar, with several Legions worth of troops waiting aboard in preparation for a declaration from Earth, from Mars, or from anywhere else in the stars. Waiting for the signal to act, and how to act. It will be soon it seems, but hopefully, time enough for everyone to prepare.
